publishing site

I have tried to publish a site to my web host several times and have gotten this message unable to download test file from the server. you may have your host's URL format misconfigured. I have another site on the same virtual server and have no problem Publishing that one.  I have talked to the web hostin company and they say that they cannot figure it out either. How come one works and the other one doesn't?
