Moving Banner Above Everything Else
Is there a way to move the the banner image above everything? Making it the first thing on top of the website and the title under it?

You can remove the title, tagline and logo (if you have one) from the banner through the selection boxes in the Document inspector, in the Appearance tab. However, you will have to place a title where you want it yourself.
It says "Avenger," but I am just a Sandvox user who has been assigned the title of Avenger here in order to be able to delete spam messages. http://davidneale.eu/

How do i place a header where i want them while still using <h1> and <h2> tags

I think this is unnecessarily complicated and out of sync with the general user experience of Sandvox. The "banner" element should be simple to change for each page, different image, or NO BANNER on some pages (e.,g for the landing page it's often nice to have something different or special).
